The GWF continued on the idea it started with the King of the Ring in the tag-team division. The GWF Tag-Team Challenge was reformatted and renamed the Tag-Team Terror.
A total of 32 teams were entered into the Double Elimination tournament. As with the KOTR, every tag-team title would be defended in each match the champion had, and each round the matches would be randomly determined.
When the Tag-Team Terror began, the Mercenaries were GWF Tag-Team Champions and Millenium held the Interplanetary tag belts.

After losing in the opening round of the tournament, and their GWF tag-team titles, the Mercenaries came back through the Loser's Bracket with five straight wins to reach the championship.
